Cmd 7014, 11p, London, HMSO, 1947. (The gist of the British policy summarized herein is that post-war Malta was to return to the “dyarchial
principle” which prevailed under the 1921 constitution. “The object was to give the Maltese people real and complete responsibility for the conduct, both by
legislation and administration, of their own local affairs. There was, however, an area of matters arising out of the position of Malta as a strategical
center of vital importance, which were of Imperial concern. These maters were to be reserved to the Imperial Government in as complete a manner as
local matters were to be handed over to the Maltese Legislature and Executive. Two distinct Governments were set up in the Island, each clothed with
legislative and executive power within its defined sphere…the Maltese Government… and the Maltese Imperial Government
