1919, Baghdad Penal Code
n.a., 40p+2-page index, n.p., n.d. (This code, issued on 21 Nov. 1918 by Lt. Gen. W.R. Marshall, Commander-in-Chief of the Mesopotamia Expeditionary
Force, became effective on the first of January, 1919, and applied only within the Baghdad Wilayet. It applied to all native citizens, with the
exception that offenses committed against members and followers of the British Forces or their appointees might alternatively be tried under the Indian
Penal Code. The Baghdad Code is based on the Ottoman Penal Code, which itself was modeled on the French Penal Code. The anonymous compilers of the present
code state that, the Ottoman Code having been found to be “unscientific, ill-arranged and incomplete,” it was necessary to make “considerable
amendments and additions.” The bulk of these were taken from the Egyptian Penal Code, since, say the compilers with old-boy aplomb, “the local conditions in
Egypt and this country have so many points of resemblance that provisions which have been found to work well in that country are likely to be suitable
here.”)
