Annual report of the Fiscal Representative for the fiscal year ….: by Haiti. Office of the Fiscal Representative, issued., 18th, 1933/34 to 24th,
1939/40; 7 vols., Port-au-Prince, Imprimerie de l’Etat, 1935-. (The Treaty of September 16, 1915, following the U.S. occupation of Haiti provided for
strict U.S. supervision of Haitian national finances, in particular its customs, by appointees of the U.S. Government. The first of these was known as
“The Receiver General of Customs.” His reports, Haiti: Bureau du receveur general des douanes/Report of the … fiscal period, Haitian customs
receivership, were issued monthly from 1915 thru 1923. In 1923 the name of the oversight authority changed to “Financial Adviser-General Receiver,” and its
reports were made annual, being issued in an annual series entitled Haiti. Bureau du conseilles of the financier receveur général. Annual report of the
Financial Adviser-General Receiver for the fiscal year ..., available elsewhere on this site. At the end of the formal U.S occupation this fiscal
oversight was modified, although not removed, by the terms of Article VIII of the Agreement of August 7, 1933, with the U.S. appointee being restyled
“Fiscal Representative.” The occupant of that office during its period of existence was Mr. S. De la Rue. His formal mission was to assist the Haitian
Government in building up its capacity to conduct its financial affairs on an autonomous basis, but he also retained his role as a watchdog for American
financial interests, both governmental and private. All of his reports were submitted to the American Secretary of State and to appropriate Haitian
officials; annuals 1933/34 to 1934/35 going to the Haitian Secretary of State for Finance and Commerce, and the annuals 1935/36 to 1939/40 going to the
Haitian Secretary of State for Finance and the Secretary of State for Commerce. The reporting functions of the present series were carried on by a
somewhat more independent body, the National Bank of Haiti, in an annual report series entitled It is continued by: Banque nationale de la République
