contains the oral arguments and briefs. The fourth number series {20p.} covers the award of the arbitrator. This case involved the claims of, and
counterclaims against, an American citizen, A. H. Lazare, who starting in about 1874 contracted with the Haitian Government to establish a National Bank at
Port-au-Prince with branches elsewhere in the republic. Relations, never close, soon went bad, with the Government claiming that Lazare had not
fulfilled his commitments and Lazare, in turn, alleging breach of contract and monetary shakedowns. On May 24, 1884 a protocol was signed at Washington
bringing the matter to arbitration, with the sole arbitrator being the U.S. Justice William Strong, who was also named arbitrator in another famous
U.S./Haitian altercation of the time, The Pelletier Case. Strong ruled for Lazare, but the Department of State set aside the award and exempted Haiti from
making payment. With some minor exceptions where French translations are provided in some documents, the bulk of the text is in English.)
