Claim of Charles Adrian Van Bokkelen vs. The Government of Haiti; Before the arbitrator: Crammond Kennedy & Marston Niles, Counsel, 35p, Wash., n.p., 8 August 1888. (The entire text is in French. This case centered around the imprisonment for debt in Haitian prisons for about 16 months starting in 1884, of Van Bokkelen, an American citizen. Having exhausted his appeals within the Haitian judicial system, he applied for assistance to the U.S. State Department under certain provisions of the U.S./Haiti Treaty of 1864. After lengthy negotiations, during which Van Bokkelen died, the U.S. was able to convince the Haitian Government to accept arbitration. This title contains the lawyers’ briefs and arguments in the case.
