Haiti Under American Control; 1915-1930: by Arthur C. Millspaugh (1883-1955), (5)+253p, Boston, World Peace Foundation, 1931. (Millspaugh was what
would be termed a “turnaround specialist” in contemporary corporate finance. He served as Administrator General of the Finances of Persia, 1922-27, and
as Financial Adviser-General receiver of Haiti during the later American occupation, 1927-1929. His views on Haiti and its people, mainly negative,
although he doesn’t spare the American occupiers either, constitute the main text. However, perhaps the most valuable portion of the book is the
appendix, pp. 197-253, which contains a very extensive set of reprinted documents, mostly American, generated prior to and during the occupation to 1931. A
detailed Table of Contents is provided on leaves 3-5 of the preliminary 6 unnumbered pages.)
