Duc de Lévis, President, in the name of the other ten members of the commission. The commission was charged by the French government with
investi-gating the possibility of reunifying Haiti with France, or, in the alternative, the terms of a final peace settlement. The work of the commission formed
the background for the negotiations that resulted in Haiti under strong French pressure pledging to pay an enormous indemnity.)
