Estimé, elected in August 1946. The law is intended to amend the electoral law as last enacted effective 4 July 1930, as modified by a decree of the
Comité Exécutif Militaire on 16 Feb. 1940, and as later modified by the military junta on 12 Feb. 1946 [LLMC-33101]. Despite some liberalization of
voting provisios the franchise remained restricted to Haitian males. However, the principal objection from the military’s viewpoint was that the new law
would permitted Pres. Estimé to run for another term. The dispute led to his overthrow and retun of the junta of 1946 to power. The issued a new
electoral decree [LLMC-31733] which led to the election of one of their own, Paul E. Magloire, as president.)
