Secretairerie d’Etat de l’Interieur. The stated purpose of this law, proposed by then-president Paul E. Magloire was to modify the 1950 electoral decree of
the military junta of which he was a junior member [LLMC-31733], to bring it into greater conformance with civil liberties enshrined in the
constitution. One of its major reforms was the extension of the franchise to all eligible Haitians of both sexes.)
