the veracity of the original publication in Haiti, and the current legitimacy of the 9 May 2011 amendments to the Constitution of 1987, are all steeped
in controversy. According to supporters of President René Préval {2nd term, 5/14/2006 to 5/14/2011} and his successor President Martelly {term began
5/14/11}, among whom were the U.S. State Department and Bill and Hilary Clinton, the amendments were essential to the restoration of order in the
country. The Préval party refers to the “democratic excesses” occurring during the separate presidencies of Jean Bertrand Aristide {1991-96 & 2001-04},
and the popular riots subsequent to his deposal by coup in both terms; on the second occasion with U.S. collusion. From the perspective of the
supporters of Aristide, the amendments were passed using unconstitutional means by a oligarchic elite, allied with resurgent Duvalierists, with the goal of
reversing the reforms of 1987 and restoring the main governmental mechanisms of the Duvalier dictatorship. Since it would be impossible in this small
