1954, UK/US, Cross Notes on Br. Guiana Tech. Assistance
Exchange of notes between the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of the United States of
America regarding technical assistance for British Guiana; Washington, June 29/July 12, 1954: n.a., 4p, Cmnd. 9342, Treaty Series No. 73 (1954), London,
HMSO, 1954. (Lacks TOC & index. England, after WW II, was intent on decolonization throughout its empire. This process was generally approved by the
United States, in particular with regard to colonies in the Western Hemisphere. However, the prospect of an independent British Guiana worried U.S.
leaders because of the socialist sympathies of its main independence leaders. Thus the United States was prepared to invest some of its foreign aid funds
to ensure that the new country would not “go communist.” Britain, with huge budget problems of its own following the war, was happy to take aid under
any rubric.)
